At present I'm thinking everything except the ruleset. You have to buy that. Everything else includes the artwork for creating the underbases, generals and commanders counters, morale strips, morale markers, orders cards, etc. These are all designed to be printed on adhesive paper or ordinary paper, then stuck/glued onto chipboard card, cut out and assembled. Also the army-specific reference sheets. An army-specific reference sheet gives you all the combat factors for, e.g. Marian Roman vs Gallic. There is a very large variety of troop types in Optio and creating one generic combat table would be far too big to fit on a single sheet of paper and would be cumbersome to use. So only the troop types relevant to the armies in question are used for the ref sheet. An example of one below. There is also a generic reference sheet for army vs army combinations in which custom reference sheets haven't been created. This generic sheet uses simplified troop types.
